Virginia grant pushes Southwest Regional Recreation Authority forward

October 15th, 2011 10:34 pm

WISE — A $70,000 state grant announced by Gov. Bob McDonnell recently marks a milestone for the Southwest Regional Recreation Authority (SRRA) in Virginia and the authority’s Spearhead Trails initiative.

The Building Collaborative Communities grant announced by McDonnell was one of four programs included in a $280,000 total funding package. The Building Collaborative Communities program was created by a recommendation of the Governor’s Commission on Job Creation and is designed to assist regions in creating and sustaining new economic opportunities in Virginia’s economically distressed areas.

“This first year initiative is supporting projects that create the regional collaboration that is needed to spark growth and development in these economically distressed areas,” McDonnell said. “This initial commitment is expected to leverage significant local and private resources within the communities, and stimulate job creation and economic development in these regions.”

The SRRA’s share of the initial grant package will enable the authority to hire an executive director and staff to implement the authority’s business plan, scheduled for completion next month.

The grant will also partially fund the early phases of development for the Spearhead Trails “Playground of the East” Adventure Tourism interactive Web site and other programmatic needs.

The interactive Web site will introduce adventure tourists nationwide and beyond to the multi-use trail opportunities in Southwest Virginia with links to other regional tourist venues. A Web site is planned with mapping, e-commerce and trip planning functions to feature the largest collection of outdoor recreation offerings in the region known at this time.

Revenue projections derived from similar venues in neighboring states indicate over $18 million in local sales and services annually can be generated and provide Southwest Virginia with 266 new jobs within six years.

Spearhead Trail Systems...Coming Soon

Mountain View – St. Paul, VA (Wise, Dickenson, Russell Counties)
Opening Summer of 2013!
The Mountain View Trail System will take riders along the picturesque and mountainous landscape of Sandy Ridge, Honey Branch and Meade Creek. Phase One will include approximately 80 miles of trail offering riding experiences for all skill levels from easy green trails to our more challenging black trails. Trail permits will go on sale in May! Sign up here to stay updated.

Phase two of the Mountain View system will connect to the town of Dante trailhead with access to proposed hiking and equestrian trails. Phase three will connect with the town of Coeburn giving the Mountain View System over 250 miles of trail.

A planned “community connector” near St. Paul is will provide access to the town’s numerous retail, lodging and dining facilities. The Mountain System spans three counties near the town of St. Paul. Alternate US Route 58 will provide access to both the trailhead and the Town of St. Paul.

Pocahontas – Pocahontas, VA (Tazewell County) – Planned opening, Fall/Winter of 2013
The Pocahontas OHV Trail will be located north of the historic Town of Pocahontas in Tazewell County, Virginia, accessible from both the Town and Boissevain Park.

Phase I will begin in the Town of Pocahontas Historic District and meander along the ridges and valleys of Reedsville Hollow. Phase II will be accessible from a Boissevain Park trailhead. That access point parallels Haynes Branch and the scenic ridges above. Phase III anticipates adding an additional 50 miles to the west of Phase II.

The Town of Pocahontas has passed OHV-friendly legislation. As such, the areas of the Town are available to OHV riders. Boissevain Park is owned and operated by the Tazewell County Recreation and Park Authority, with suitable area for parking and other amenities.

Buchanan-Dickenson Trail System – (Buchanan & Dickenson Counties) –
Planned opening – Summer of 2014
The Haysi-Breaks-Poplar Gap OHV trail will be located across Dickenson and Buchanan Counties at their northern border with Kentucky. Access to Haysi will be provided via State Route 63; to Breaks Interstate Park via State Route 80: and to Poplar Gap via State Route 614.

The proposed system will satisfy all OHV skill levels with approximately 100 miles of fun and exciting trails. From the Splashdam Trailhead in Haysi, the trail will parallel the proposed alignment of the Coalfield Expressway to the northeast. The connector trail from the Poplar Gap Mini Park will extend from Stewart Gap to the main body of the trail. At Stewart Gap, it will travel along the ridges and stream valleys of Gindy Fork, Lick Creek, and unnamed tributaries of Barts Lick Creek. A “community connector” is planned to Breaks Interstate Park at Meadow Gap.

Poplar Gap Mini Park has existing parking, restrooms, a horse ring and picnic shelters. The connector to the Breaks Interstate Park will utilize existing facilities within the Park.

Leeman Field System – Pennington Gap, VA (Lee County) –
Planned opening – 20 miles of trail in 2013. Additional miles in 2014.
Once completed, the trail system will be comprised of approximately 80 miles along the ridges and hollows of Stone and Black Mountains, parallel to the Virginia/Kentucky state line.

The trail system will utilize Leeman Field, owned by the Town of Pennington Gap, as the trailhead. Leeman Field offers ball fields; restrooms and concession stands; walking track; horse ring and stables; pool; picnic shelters; stage; and, other recreation amenities.

Scott County Equestrian Trail – (Scott County, VA) –
Planned opening, Fall/Winter of 2013.
The Scott County Horse Association Long Distance Historic Trail will begin at the Scott County Horse Park two miles west of the Town of Dungannon on State Route 65.

The proposed project will provide access to the Chief Benges Scout Trail through in the National Park Services (NPS) Clinch Ranger District. The goal is to access over 80 miles of NPS trails within the District (Scott and Wise Counties) for long distance riders.

The existing Scott County Horse Association Horse Park will serve as the trailhead. The Horse Association Park is a well established equestrian destination, with two (2) horse rings; restrooms with potable water, sewer and power; ten (10) camping spaces; and telephone.

The Scott County Horse Association “Gentle Ride Trail” will also begin at the Scott County Horse Park.

The proposed project will include approximately 8 miles of Equestrian trail located on rolling farmland, with approximately 1.6 miles parallel to the Clinch River. The Gentle Ride Trail is planned for who want a short pleasure ride

Thanks Bush, you sorta threw this out there for me didn't ya? Well, I was hired Friday to be the "Operations Director" for the Spearhead Trails. I'm the "go to" guy now to get these systems up and running. Went out today and rode 30 miles of the "Mountain View System" (St. Paul) and they are in pretty decent shape. So far, I've been told that whatever I say goes.

I'm really wanting input from those that rode the exiting trails there. I want to get this one up and going in the right way, giving a variety of trails for all skill level riders. Please, any input would be greatly appreciated.

As of right now, we will have one private campground in St. Paul area and St. Paul is/will be a ATV friendly town. I'm working on establishing more trailheads and facilities for this system.

Thanks in advance for the prayers and support.

I figured you were in Tn, of I would have definitely given you a shout. Ended up taking a couple buddies at the FD with me and we tried to use what maps were available. Talked to several members of the current club and got their input. When I get there full time (that 2 wk notice deal) I'll give you a shout and find your days off to come on out. I'm gonna have to have some volunteers right now to help out remove trees, etc.

I am being told that the trail head will be only 1/2 mile from my place. However we found a shortcut from my resort to the new trail system . we want to make a trail entrance from the wv side to this as close as we can. Looks like ill be the west va resort closest to the spearhead trails.this would put us 300-500 yds away.

You will be closer to Spearhead than you are to the H&M trails. That should be a boost for business!!
